Carter JELLYFISH Listen past the harmonies. Sure, in small doses the vocal arrangements on Jellyfish's Spilt Milk (Virgin) trigger bad-mood memories of '70s arena rock. ''Sounds like . . . (A) Queen, (B) Toto, (C) E.L.O.,'' says one listener. Another claims Jellyfish's harmonies are shameless Beatles rip-offs. Listen past the harmonies - they're only icing on the cake. Because underneath the decadent sheen of the surface lies one of the best collections of songs to be released this year. There's barbed wit. Sneering disregard for pop's pomp and circumstance . And melodies that Brian Wilson would be proud to call his own (check out ''Hush,'' ''Russian Hill'' and ''Bye, Bye, Bye''). - Sam Wood
