The four San Franciscans invoke the spirit of everyone from the Beatles and the Beach Boys to Supertramp, but on the evidence of tracks like ''Sebrina, Paste and Plato'' and ''Joining A Fan Club'' they want, above all, to become the new Queen. It sounds altogether too quick-witted to count as real rock'n'roll.
